Conrad currently serves as Commissioner of Infrastructure, Urban Planning, and Architecture, and sits on the Planning Advisory Committee and the Finance and Administration Committee. Known for his pragmatic, data‑driven approach, Conrad has consistently championed transparency, accountability, and long‑term thinking.
His record includes:
FISCAL RESPONSIBILITY — Opposed the sharp drop in Westmount’s “Pay-As-You-Go” (PAYG) share as capital spending expanded, and was the lone councillor to advocate for restoring balance through a more sustainable “Pay-More-As-You-Owe” (PMAYO) model.
COURAGE TO RECALIBRATE — Led the course correction on the Claremont Avenue project, demonstrating the willingness to “kill your darlings” when a pivot serves the public interest.
INNOVATION & TESTING — Championed pilot projects and the use of data to evaluate what works before scaling up.
PUBLIC CONSULTATION — Pushed for consultation practices that were clear on what was open for discussion, used the right tools for the project, and valued both listening and follow-through.
Five Pillars to Serve Westmount
PAVE – Advocate for a 2026 road‑resurfacing blitz to address deteriorating streets, financed on a pay‑as‑you‑go (PAYG) basis, while developing a smarter, long‑term strategy for roadwork.
PROGRESS – Refine the Southeast Sector plan responsibly, addressing shortcomings in the Ste-Catherine zone, responding to legitimate concerns, and ensuring the framework is ready for success without years of delay.
PLEDGE – Rebuild trust in City Hall through optimized consultation, better communication, and tools like quick‑polling to gauge resident priorities between major consultations.
PUBLISH – Make city information more accessible and understandable for residents through open data, clear reporting, and recurring Councillor updates.
PROTECT – Safeguard Westmount’s safety, heritage, and quality of life to ensure strong policing and public safety support.

Data explorations
Empirical analysis is central to Conrad’s approach. What may seem obvious at first glance often looks different once tested against the data. As Councillor, Conrad has spent the past two terms digging beneath the surface — leveraging datasets, visualizations, and cross-references to bring dormant information within the municipal institution into the open. His goal has always been the same: to move beyond assumptions, to reveal patterns and tradeoffs, and to ground decisions in evidence.
Property Assessment, Property Tax Revenue, and Land Area
This visualization compares the value of properties with the taxes they generate, scaled by the size of each lot. By layering assessment data with tax revenue, we can see which parcels deliver the greatest return per square metre of land. I first shared these findings with Council and Administration in Fall 2024, in a report titled Show Me the Money.
Westmount Capital Expenses (2006-2027)
This chart shows how much Westmount has invested in major projects like roads, water pipes, parks, vehicles, Hydro, and buildings since 2006, with future spending planned through 2027. It also highlights the average spending during each administration, making it easy to compare how investment levels have changed over time.
Westmount Headcount & Payroll (2007-2024)
This chart shows how Westmount’s workforce has changed since 2007. It tracks the total number of employees and highlights when staffing levels rose or fell under different administrations.
